Our history
According to the Law of the Azerbaijan Republic No. 882 "On Audit Services” dated on September 16, 1994 signed by the national leader Heydar Aliyev Chamber of Auditors of Azerbaijan Republic was established to organize state regulation of the audit service in the country; to prepare a system of measures, normative acts aimed at the development and improvement of audit service being in this sphere and the Azerbaijan Republic; to defend the interests of government, economic entities and auditors (audit organizations); to control over compliance with requirements arising from this law, other legislation and normative-legal acts by the auditors (auditor organizations) in its activity.
Chamber of Auditors of Azerbaijan Republic is an independent financial control body.
The main priciple of Chamber of Auditors is to organize the work of the audit service and to implement measures according to the existing legislation for its development and improvement of the performance regardless of the form of ownership in order to provide accurate and correct financial and accounting records in all economic entities.
Chamber of Auditors performs the following functions:
Organizes and manages the work of audit service in the Republic of Azerbaijan;
Provides the license to independent auditors and auditor organizations in the territory of the Republic of Azerbaijan, controls their works and compliance with the Law of the Republic of Azerbaijan “On Audit Services" of the charter of the auditor organizations.
Registers the independent auditors and audit organizations;
Develops and approves the rules of the conducting of examinations for the allocation of licenses giving the right to be engaged in audit services;
Determines the examination fee, prepares and approves the composition and regulation of examination commission for the allocation of licenses giving the right to be engaged in audit services;
Prepares and approves different report forms;
Gives advices to independent auditors and auditor organizations related to the generalization of the audit practice and the issues of the application of the existing legislative acts, prepares proposals for the development and improvement of the audit services and control their implementation;
Prepares instructions, recommendations and methodical instructions on conducting audit;
Compiles normative documents on the forms and methods of provision of audit services, prepares appropriate recommendations on the basis of the study of national and international experience;
Provides review of the claims of customers against the independent auditors and audit organizations in connection with the failure to perform their professional functions in the required level in accordance with the legislative acts of the republic;
Carries out appropriate actions for the protection of rights and legal interests of independent auditors and audit organizations;
Monitors and controls financial and economic activity of independent auditor, audit organization, independent external auditor and branch or representative of the external audit organization to the compliance with the Law of the Republic of Azerbaijan on “Audit Services”;Carries out the revised audit;
Provides audit opinions to the accuracy of assessment of properties of economic subjects in connection with privatization of state enterprises or other purposes;
Carries out the functions of the monitoring body against the legalization of criminally obtained funds or other property and the financing of terrorism in respect to the persons providing audit services within its competence in cases specified by legislation.
HISTORY OF THE CHAMBER OF AUDITORS OF AZERBAIJAN REPUBLIC
September 16, 1994 — The law of Republic of Azerbaijan was adopted “On Auditor Services” signed by nationwide leader Heydar Aliyev.
September 19, 1995 — Regulations about the Chamber of Auditors was approved by the decision of Milli Majlis of Azerbaijan Republic.
April 5, 1996 — Chamber of Auditors of Azerbaijan Republic started its operations.
June 24, 1997 – Started the implementation of the project carried out within the TACIS program of European Union “Strengthening the capacity of audit conducting of the Chamber of Auditors of Azerbaijan Republic and preparing specialists on bankruptcy and insolvency” and in 1999 successfully completed.
1999 - Concept of the reform of the audit system has been worked out in Azerbaijan Republic by the Chamber of Auditors of the Republic of Azerbaijan.
June 26, 1999 – According to the Chamber of Auditors, “Audit-Azerbaijan” section of International Internal Institute of Auditors (IIA) in Azerbaijan has been established for the first time within the CIS.
July 5, 2000 – The first issue of the journal “Economics and Auditing” established by the Chamber of Auditors of the Republic of Azerbaijan was published and the presentation of the journal has been
in Milli Majlis of the Republic of Azerbaijan.
March 7, 2001 – First educational supplies book has been published prepared for higher schools by the collective of authors of The Chamber of Auditors of Azerbaijan Republic.
May 5, 2003 – The Chamber of Auditors of Azerbaijan Republic has been accepted as a full member to European Federation of Accountants and Auditors (EFAA).
November 14, 2003 - The Chamber of Auditors of Azerbaijan Republic has been accepted as an associate member to International Federation of Accountants (IFAC).
September 14, 2004 – The President of Azerbaijan Republic Mr. Ilham Aliyev has sent a congratulatory letter to the participants of international scientific-practical conference on the theme of “Development problems of Auditing in transition economy countries” conducted by The Chamber of Auditors on the occasion of the 10th anniversary of the adoption of the Law of the Republic of Azerbaijan “On Audit Services”.
April 4, 2006 – A congratulatory letter has been sent by the President of Azerbaijan Republic Mr. Ilham Aliyev to the staff and members of the Chamber of Auditors on the occasion of the 10th anniversary of the establishment of Chamber of Auditors of the Republic of Azerbaijan.
April 5, 2006 - The anniversary event was held dedicated to 10-year anniversary of the establishment of The Camber of Auditors of the Republic of Azerbaijan.
April, 2007 – The Camber of Auditors of the Republic of Azerbaijan has been accepted as a member to Eurasian Council of Certified Accountants and Auditors (ECCAA).
May 22, 2007 - Law of the Republic of Azerbaijan “On Compulsory Insurance of Auditors Civil Liability” was adopted prepared on the basis of suggestions of the Camber of Auditors of Azerbaijan Republic.
May 22, 2007 - Law of the Republic of Azerbaijan “On Internal auditing” was adopted prepared on the basis of suggestions of the Camber of Auditors of Azerbaijan Republic.
October 3, 2008 – 100th anniversary number of the scientific-practical journal “Economy and Auditing” established by The Chambers of Auditors of the Republic of Azerbaijan has been published.
November 13, 2008 - The Chambers of Auditors of the Republic of Azerbaijan has been accepted as a full member to the International Federation of Accountants in the annual meeting of the Council of International Federation of Accountants (IFAC) held in Rome, Italy.
January 01, 2010 – The application of International Standards on Auditing (ISA) in the territory of the Republic of Azerbaijan has been started.
September 15, 2011 – The President of the Republic of Azerbaijan Mr. Ilham Aliyev issued a decree about granting the employee and members of the Chamber of Auditors of the Republic of Azerbaijan with “Taraqqi” (Progress) medal.
September 16, 2011 - Application to the President of the Republic of Azerbaijan Mr. Ilham Aliyev has been accepted on behalf of the participants of 3rd Eurasian Forum of Accountants and Auditors on theme of “The problems of implementation of auditing standards and international financial reporting in increasing transparency”.
September 16, 2011 - The anniversary event dedicated to 15th anniversary of the establishment of the Chambers of Auditors of the Republic of Azerbaijan was held.
2012 — “The Quality Control Guide for Small and Medium-Sized Enterprises” was published.
2012 — International Education Standard No. 8 (IES 8): “Competence Requirements for Auditors” was published.
2012 — “The Role of Audit in Enhancing Transparency in Modern Conditions” (Proceedings of the International Scientific-Practical Symposium held on March 15–16, 2012) was published.
2012 — “Internal Audit: Realities and Prospects” (Proceedings of the International Conference held on May 3–4, 2012) was published.
January 23, 2012 — a seminar was held on the application of the “Instruction on the Preparation, Submission, Presentation and Processing of Reports of Audit Organizations and Independent Auditors in Electronic Form.”
July 24, 2012 / August 3, 2012 / September 27, 2012 — regional seminars-meetings on the topic “Ensuring Transparency in the Activities of Municipalities” were held in Khachmaz, Lankaran, and Nakhchivan with the joint organization of the Chamber of Auditors of the Republic of Azerbaijan, the Center for Work with Municipalities of the Ministry of Justice of the Republic of Azerbaijan, and local executive authorities.
May 23, 2012 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Azerbaijan State Agrarian University.
June 7, 2012 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and Baku Business University.
August 3, 2012 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and Lankaran State University.
May 29 – June 3, 2012 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Chamber’s Office G. Bayramov participated in the forum entitled “Professional Accountancy in Central and South-Eastern Europe,” jointly organized by the World Bank and IFAC in Vienna, Austria.
June 17, 2012 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Chamber’s Office G. Bayramov participated in the event dedicated to the 20th anniversary of the Audit Chamber of Russia.
July 25–29, 2012 — Chairman of the Chamber of Auditors V. Novruzov participated in the event dedicated to the methodological development of auditing organized by the Audit Chamber of Saint Petersburg in Saint Petersburg.
September 15, 2012 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Chamber’s Office G. Bayramov participated in the “Leaders of Europe” Forum held in Amsterdam, the Netherlands.
October 23–26, 2012 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Chamber’s Office G. Bayramov participated in the event dedicated to the 20th anniversary of the National Institute of Auditors of Poland and in the 13th Annual Auditing Conference on “Status and Prospects of Auditing.”
July 25, 2012 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Chamber of Auditors of Saint Petersburg.
September 13, 2012 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Chamber of Auditors of Moscow.
March 15–16, 2012 — an international scientific-practical symposium on “The Role of Audit in Enhancing Transparency in Modern Conditions” was held.
May 3–4, 2012 — a conference on “Internal Audit: Realities and Prospects” was held.
October 12, 2012 — within the framework of the implementation of the “National Action Plan for the Promotion of Open Government for 2012–2015” and the “National Action Plan for Combating Corruption for 2012–2015,” approved by Order No. 2421 of the President of the Republic of Azerbaijan dated September 5, 2012, a round table was held with the participation of relevant institutions.
2013 — Volume 7 of the collection “Audit. Legislation and Regulatory Documents” and the proceedings of the scientific-practical symposium entitled “The Place and Role of Control in Heydar Aliyev’s Economic Policy” were published.
April 26, 2013 — within the framework of the “Action Plan related to the 90th Anniversary of National Leader Heydar Aliyev,” approved by Order No. 2679 of the President of the Republic of Azerbaijan dated January 21, 2013, a scientific-practical symposium entitled “The Place and Role of Control in Heydar Aliyev’s Economic Policy” was held jointly by the Union of Economists of Azerbaijan, the Chamber of Auditors of the Republic of Azerbaijan, and Azerbaijan University.
October 21 – November 18, 2013 — a sociological survey entitled “Current Problems of the Audit Service” was conducted in 245 business entities of various organizational and legal forms by a working group jointly established by the Chamber of Auditors and Azerbaijan University.
December 4, 2013 — a cooperation agreement was signed with the Association of Professional Financial Managers of Azerbaijan.
February 13–17, 2013 — a Memorandum of Understanding was signed between the Institute of Certified Auditors of the Republic of Macedonia and the Chamber of Auditors of the Republic of Azerbaijan to strengthen bilateral cooperation and modernize the auditing sector. Chairman V. Novruzov, Head of the Office G. Bayramov, and Head of the International Relations Department S. Gulmammadov participated in the event.
May 14–16, 2013 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Office G. Bayramov participated in the international conference entitled “Adoption and Implementation of International Standards in Europe and Central Asia / Former Soviet Republics” held in London and jointly organized by IFAC, IAASB, and IASB.
May 30 – June 3, 2013 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Office G. Bayramov participated in the international scientific-practical conference entitled “20 Years of Auditing: Achievements and Prospects” held in Kyiv and jointly organized by the Audit Chamber of Ukraine and the Union of Auditors of Ukraine.
July 1–2, 2013 — ceremonial events and a round table dedicated to the 20th anniversary of auditing activities in Kazakhstan were held in Almaty. The Chamber of Auditors was represented by S. Gulmammadov, Head of the Training and International Relations Department.
September 30 – October 2, 2013 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Office G. Bayramov participated in the regional event entitled “Strengthening Auditing and Reporting Systems of the Eastern Partnership Countries” held in Vienna, Austria.
October 4–5, 2013 — Chairman of the Chamber of Auditors V. Novruzov and Head of the Office G. Bayramov participated in the ECIIA Leaders Forum and the General Assembly meeting held in Vienna, Austria.
November 6–8, 2013 — Chairman of the Chamber of Auditors V. Novruzov participated in the “Regional Professional Meeting” organized by the Chamber of Financial Auditors of Romania in Bucharest with the application of international auditing standards and consideration of proposals for the ongoing audit reform.
November 13–14, 2013 — Islam Bayramov, member of the Chamber of Auditors and Director of “HLB Azerbaijan” LLC, participated in the regular Council Meeting organized by IFAC in Seoul, Republic of Korea.
January 22, 2013 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Istanbul Chamber of Independent Accountants and Financial Consultants.
February 4, 2013 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Center for Advanced Training of Executives and Specialists of the Ministry of Finance of the Republic of Belarus.
February 15, 2013 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Institute of Certified Auditors of the Republic of Macedonia in Skopje.
January 22, 2013 — a round table entitled “Problems Facing Auditing in Modern Conditions and the Concept of Its Development” was jointly organized by the Union of Economists of Azerbaijan, the Chamber of Auditors of the Republic of Azerbaijan, the Istanbul Chamber of Independent Accountants and Financial Consultants, and Azerbaijan University.
September 26–28, 2013 — the IV Eurasian Forum of Accountants and Auditors on “Internal Control and Risk Management” was held in Baku with the participation of influential institutions from many European and Asian countries.
February 19, 2014 — the newspaper “Azerbaijan” published an article by Chairman of the Chamber of Auditors, Doctor of Economics, Professor V. Novruzov entitled “Combating Corruption — A Priority Task of Modern Times.”
May 5, 2014 — within the materials of the international scientific-practical conference entitled “Directions for the Development of Civilized Relations in the Market Economy,” dedicated to the 91st anniversary of National Leader Heydar Aliyev and held at Baku Business University, an article by Chairman of the Chamber of Auditors, Doctor of Economics, Professor Vahid Novruzov entitled “Heydar Aliyev and the Transparency Strategy in Azerbaijan” was published.
February 7–13, 2014 — the newspaper “Economics” (“Iqtisadiyyat”) published extensive information entitled “Azerbaijani Audit in the Sphere of Interest of Foreign Colleagues” regarding the interview given by Chairman of the Chamber of Auditors, Doctor of Economics, Professor Vahid Novruzov to the Romanian Chamber of Financial Auditors’ journal “Audit Practices” during November 6–8, 2013.
July 3–4, 2014 — a delegation headed by the President of the “Audit-Azerbaijan” Institute, Doctor of Economics, Professor Vahid Novruzov participated in the “Asian Leadership Forum of Heads of Institutes of Internal Auditors” held in Hong Kong, People’s Republic of China.
April 11, 2014 — in accordance with paragraph 13.2 of the “National Action Plan for Combating Corruption for 2012–2015,” approved by the Order of the President of the Republic of Azerbaijan dated September 5, 2012, a presentation ceremony of the “Concept for the Development of the Audit Service in the Republic of Azerbaijan (2012–2020)” developed by the Chamber of Auditors with consideration of international experience was held.
May 2, 2014 — within the framework of the implementation of the “National Action Plans for 2012–2015,” approved by Order No. 2421 of the President of the Republic of Azerbaijan dated September 5, 2012, a round table entitled “Obligations of Auditors in Fulfilling the Requirements Arising from the Laws of the Republic of Azerbaijan ‘On Combating Corruption’ and ‘On Combating the Legalization of Money or Other Property Obtained through Criminal Means and the Financing of Terrorism’” was held with the participation of representatives of the Chamber of Auditors of the Republic of Azerbaijan, the Anti-Corruption Directorate under the Prosecutor General of the Republic of Azerbaijan, and the Financial Monitoring Service under the Central Bank of the Republic of Azerbaijan.
September 16, 2014 — an event dedicated to the 20th anniversary of the adoption of the Law of the Republic of Azerbaijan “On Audit Service” was held.
June 2–3, 2014 — upon the invitation of Henri Fortin, Head of the World Bank’s Centre for Financial Reporting Reform (CFRR), a delegation headed by Chairman of the Chamber of Auditors of the Republic of Azerbaijan, Doctor of Economics, Professor Vahid Novruzov participated in the “2nd Regional Forum of Professional Accountancy Organizations (PAO)” and the international event entitled “Financial Reporting in Europe and Central Asia,” held in Vienna, Austria, for senior government officials, regulators, and specialists in corporate financial reporting and auditing from Eastern and South-Eastern European countries within the framework of cooperation with IFAC.
September 15–16, 2014 — Advisor to the Chairman of the Chamber of Auditors of the Republic of Azerbaijan on Scientific and Methodological Issues, Najaf Talibov, participated in the 11th meeting of the Coordination Council on Accounting under the CIS Executive Committee held in Tashkent.
September 30, 2014 — a delegation consisting of Chairman of the Chamber of Auditors of the Republic of Azerbaijan, Doctor of Economics, Professor Vahid Novruzov, and member of the Chamber Council, independent auditor Altay Jafarov, participated in the round table entitled “Implementation of New Audit Reforms: How to Ensure the Creation of a New Vibrant Market Focused on Quality?” held at the European Parliament in Brussels and jointly organized by ACCA UK and the European Group of International Accountants (EGIAN).
October 6–7, 2014 — the delegation of the Chamber of Auditors participated in the international event entitled “Improving Audit Quality through the Application of European Union Legislative Requirements” held in Tbilisi. The event was organized within the framework of the World Bank’s STAREP program “Strengthening Auditing and Reporting in the Eastern Partnership Countries of the European Union — Azerbaijan, Belarus, Georgia, Moldova and Ukraine.”
November 10–13, 2014 — a delegation headed by Chairman of the Chamber of Auditors of the Republic of Azerbaijan, Doctor of Economics, Professor Vahid Novruzov participated in the “World Congress of Accountants 2014 (WCOA)” held in Rome, Italy, jointly organized by IFAC and the National Council of Chartered Accountants and Accounting Experts of Italy (CNDCEC).
December 3–4, 2014 — Chairman of the Chamber of Auditors of the Republic of Azerbaijan, Doctor of Economics, Professor Vahid Novruzov was sent to Berlin, Germany to participate in a round table event organized by the European Federation of Accountants and Auditors (EFAA).
April 16, 2014 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Federation of Auditors, Accountants and Financial Managers of Georgia in Baku.
May 14, 2014 — a cooperation agreement was signed between the Chamber of Auditors of the Republic of Azerbaijan and the Institute of Accountants and Auditors of Montenegro in Baku.
May 14–15, 2014 — within the framework of implementing the tasks related to the improvement of audit services envisaged in the “National Action Plan for Combating Corruption for 2012–2015,” approved by the Order of the President of the Republic of Azerbaijan dated September 5, 2012, an international scientific-practical symposium entitled “Audit Legislation in Modern Conditions” dedicated to the discussion of the draft Law of the Republic of Azerbaijan “On Auditing Activity” prepared by the Chamber of Auditors’ working group was held jointly by the Union of Economists of Azerbaijan, the Chamber of Auditors of the Republic of Azerbaijan, Baku Business University, the Audit Chamber of Russia, the Institute of Accountants and Auditors of Montenegro, and the Federation of Auditors, Accountants and Financial Managers of Georgia.
November 27, 2015 — within the implementation of paragraph 6.1.2 “Publication of the 2013 version of International Auditing Standards” under paragraph 6.1 “Publication of books, textbooks on auditing, and informational and promotional materials” of the Chamber of Auditors’ work plan for 2015–2017, Volumes I and II of the “Collection of International Standards on Quality Control, Auditing, Review, Other Assurance and Related Services” were published, and a presentation ceremony was held at the Chamber of Auditors.
June 30, 2015 — within the implementation of paragraph 1.27 “Taking measures on the application of administrative liability for evasion of mandatory audit” of the work plan, a round table discussion on the report regarding the application of administrative liability measures for evasion of mandatory audit was organized. Following the round table, extensive materials were prepared and published in the July 10, 2015 issue of the newspaper “Iqtisadiyyat” (“Economics”).
October 20, 2015 — by Decision No. 267/1 of the Council of the Chamber of Auditors “On the Suspension of Inspections of the Financial and Economic Activities of Audit Organizations and Independent Auditors by the Chamber of Auditors,” inspections of the financial and economic activities of audit organizations and independent auditors were suspended for two years starting from November 1, 2015.
January 23, 2015 — in accordance with paragraph 13.2 of the “National Action Plan for Combating Corruption for 2012–2015,” approved by Order No. 2421 of the President of the Republic of Azerbaijan dated September 5, 2012, and the “Concept for the Development of the Audit Service in the Republic of Azerbaijan (2012–2020),” a round table dedicated to the discussion of the draft Law of the Republic of Azerbaijan “On Auditing Activity” prepared by the Chamber of Auditors was held in order to improve the regulatory and legal framework of auditing.
April 30, 2015 — a conference entitled “Problems Facing Auditing in Combating Corruption and Money Laundering and Ways to Solve Them,” dedicated to the 92nd anniversary of National Leader Heydar Aliyev, was held jointly by the Chamber of Auditors, the Anti-Corruption Directorate under the Prosecutor General of the Republic of Azerbaijan, and the Financial Monitoring Service.
June 30, 2015 — a round table discussion on the report regarding the application of administrative liability measures for audit evasion was organized at the Chamber of Auditors of the Republic of Azerbaijan.
April 27–28, 2015 — Advisor to the Chairman of the Chamber of Auditors on Scientific and Methodological Issues Najaf Talibov, Chairman of the International Standards Committee Namig Abbasli, and Deputy Chairman of the International Standards Committee Elnur Gurbanov participated in the meeting of the Community of Practice for Auditing and Accounting Standards entitled “Modernization of Accounting and Auditing Legislation in Accordance with European Union Requirements and Exchange of International Best Practices.”
May 5, 2015 — Chairperson of the International Relations Committee under the Council of the Chamber of Auditors Lamiya Bayramova participated in the corporate governance event held in Brussels and jointly organized by ACCA and ecoDA.
June 1, 2015 — Chairman of the Chamber of Auditors of the Republic of Azerbaijan, Doctor of Economics, Professor Vahid Novruzov and Head of the Office Gyasham Bayramov participated in the round table entitled “Internal Control under Transparency Conditions” within the framework of the VII International Forum “ATOMEXPO 2015” held in Moscow, Russian Federation.
June 25–26, 2015 — a delegation headed by Chairman of the Chamber of Auditors, Professor Vahid Novruzov, participated in the Annual General Meeting of the European Federation of Accountants and Auditors (EFAA) held in Lisbon, Portugal, and in the international conference entitled “The Global Economic Crisis and Overcoming It — A Critical View on Financial Reporting,” jointly organized by EFAA and the Union of Certified Accountants of Portugal (OTOC).
September 21–22, 2015 — a delegation headed by Chairman of the Chamber of Auditors, Professor Vahid Novruzov, participated in the international conference entitled “Studying Best Practices in Accounting and Auditing and Certification: Bringing International Experience to the Forefront for Georgia,” organized by the Federation of Auditors, Accountants and Financial Managers of Georgia in Tbilisi, Republic of Georgia.
November 11–12, 2015 — Chairperson of the International Relations Committee under the Council of the Chamber of Auditors, Lamiya Bayramova, participated in the Council meeting of the International Federation of Accountants (IFAC) held in Singapore.
November 18, 2015 — member of the Chamber of Auditors and independent auditor Rahim Alizade participated in the event entitled “Combating Money Laundering and Terrorism: The Role of Financial Professionals and Accountants,” organized by CCAB (Consultative Committee of Accountancy Bodies) in Brussels, Belgium.
October 8, 2015 — the V Eurasian Forum of Accountants and Auditors entitled “Accounting and Auditing in the Context of Globalization: Stages, Trends and Development Prospects” was held.
December 22, 2015 — the “Audit Program for Tourism Enterprises,” developed by Advisor to the Chairman on Scientific and Methodological Issues and independent auditor Najaf Talibov, was approved.
