Vahid Novruzov, Chairman of the Chamber of Auditors of the Republic of Azerbaijan, Doctor of Economic Sciences and Professor, addressed the members of the Chamber of Auditors on the occasion of the 103rd anniversary of the birth of National Leader Heydar Aliyev.

The Legacy of Heydar Aliyev,

the State-Building Mission of a Transparent Economy and a Modern Audit Institution

Dear colleagues!

The 103rd anniversary of the birth of Heydar Alirza oglu Aliyev, National Leader of the Azerbaijani people, founder of the modern independent Azerbaijani state, and one of the most powerful political figures in the history of Azerbaijan in the 20th century, is commemorated in our country with profound respect, a high sense of state responsibility and national awareness. This significant date is not only an occasion to commemorate the great statesman, but also an important socio-political event in terms of rethinking the ideological foundations of Azerbaijani statehood, the national development strategy and the philosophy of modern governance.

The personality of Heydar Aliyev stands above the ordinary concept of a political leader in the history of Azerbaijan. He was not merely the leader of a particular period, but a great historical figure who changed the political destiny of an entire people, undertook a mission of salvation at a complex historical stage when statehood faced the threat of disintegration, and transformed independence from an idea into a real, sustainable and functioning state system. His name is inseparably associated with the fundamental principles of modern Azerbaijani statehood, national revival, political stability, the building of a rule-of-law state and the economic development strategy.

The services of the National Leader to Azerbaijan at different stages of history were distinguished by their strategic scale and state-building significance. During the Soviet period, under his leadership, Azerbaijan entered a new stage of development in the areas of the economy, industry, science, education, culture and national human resources. The industrial infrastructure, management school, national cadre base and intellectual potential created during those years subsequently became important pillars for the state-building of the independent Republic of Azerbaijan.

The essence of his state-building legacy was that he shaped the state not merely as an administrative and political apparatus, but as a comprehensive governance system based on the will of the people, the rule of law, economic strength, national unity, social responsibility and international standing. In this regard, the political course of the National Leader is organically aligned with the principles of the rule of law, democratic governance, protection of human and civil rights, protection of property and social welfare enshrined in the Constitution of the Republic of Azerbaijan.

The 103rd anniversary of the birth of our immortal Leader, a personality who lives as long as the Azerbaijani people live, is not merely a commemoration of a historical figure, but also an important socio-political event in terms of rethinking the ideological, legal, political and economic foundations of modern Azerbaijani statehood. The legacy of Heydar Aliyev represents a school of statehood that unites the stages of formation, stabilization and development of the Azerbaijani state into a single strategic line.

The political and historical role of a world-class figure cannot be limited solely to the administrative outcomes of the periods he led. His activities were characterized by strengthening the national self-awareness of the Azerbaijani people, establishing the principle of systematic governance in public administration, creating the legal foundations for economic development and institutionalizing the idea of independent statehood. In this sense, the legacy of the National Leader remains relevant both as political memory and as a practical model of governance.

During the first stage of Heydar Aliyev’s leadership of Azerbaijan, systematic measures were implemented to strengthen the republic’s economic, industrial, scientific, educational, cultural and human-resource potential. The production, infrastructure, governance and intellectual base created during that period subsequently played an important foundational role in the state-building of the independent Republic of Azerbaijan. In this regard, Heydar Aliyev’s activities during the Soviet period were exceptionally important not only in terms of the development indicators of that time, but also in terms of the strategic potential prepared for the future independent state.

The historical mission of the National Leader found its clearest expression particularly in the early years of independence. In the early 1990s, Azerbaijan faced serious challenges, including political instability, a governance crisis, economic decline, the threat of separatism and the weakening of state institutions. Under such circumstances, Heydar Aliyev’s return to political power at the insistence of the people became a decisive stage in restoring state governance, ensuring constitutional stability, strengthening the rule of law and establishing independent Azerbaijan’s place in the international system.

The main feature of Heydar Aliyev’s approach to statehood was that the state was built not merely as a mechanism of power, but as a comprehensive system based on law, economic sustainability, social responsibility, national solidarity and administrative discipline. This approach is directly linked to the principles of the rule of law, protection of property, ensuring human and civil rights, social welfare and democratic governance enshrined in the Constitution of the Republic of Azerbaijan.

In the economic policy of our immortal Leader, stability, the legal regulation of property relations, the development of entrepreneurship, the formation of an investment climate and a responsible approach to state property were among the key priorities. Under his leadership, the foundations for the transition to a market economy were established, the legal framework for economic relations was defined, and the necessary institutional foundation for the country’s long-term economic independence was created.

The “Contract of the Century” should be regarded in Azerbaijan’s economic history not only as a major energy agreement, but also as one of the starting points of the independent state’s economic sovereignty, international partnership policy and strategic financial sustainability. The agreement accelerated Azerbaijan’s integration into the global economic system, increased the country’s investment attractiveness and created a financial and economic foundation for future development programs.

The National Leader attached particular importance to transparency, accountability, economic discipline and the protection of state property in public administration. This approach was not accidental. Where transparency is absent, the reliability of economic decisions is weakened, the efficient use of public funds is called into question, public trust is undermined, and accountability mechanisms in governance become merely formal. In Heydar Aliyev’s school of statehood, economic development was measured not only by growth indicators, but also by discipline, legal responsibility and the protection of state interests.

Today, this strategic line is being consistently continued by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, under new historical conditions. Under the leadership of President Ilham Aliyev, Azerbaijan is developing as a victorious state with a strong economy, independent political will, a modern governance system and high international standing. The historic Victory achieved in the Patriotic War, reconstruction and development efforts in the territories liberated from occupation, the “Great Return” programme, digital governance, the fight against corruption and the policy of transparency demonstrate the continuity of Heydar Aliyev’s state-building course at the modern stage.

The activities of the Chamber of Auditors of the Republic of Azerbaijan are of particular importance in terms of the practical results of Heydar Aliyev’s state-building legacy in the field of economic governance. The modern audit institution is not merely a mechanism for the technical examination of financial statements. Audit is a professional institution that performs the functions of building trust in economic relations, enhancing the reliability of financial information, assessing the soundness of management decisions, promoting compliance with legislation and protecting the public interest.

Established under the direct supervision and support of our unforgettable Leader, the Chamber of Auditors of the Republic of Azerbaijan celebrates the 30th anniversary of its activities this year. The establishment of the Chamber in 1996 was an important milestone in terms of establishing an independent audit institution in our country, developing financial reporting, strengthening transparency in the business environment and providing the market economy with professional oversight mechanisms.

This 30-year journey is not merely the history of a professional institution. It is an important component of the gradual formation of the principles of transparency, accountability, financial discipline and public trust within the economic governance system of independent Azerbaijan. Over the past period, the Chamber of Auditors has played a significant role in establishing the organizational foundations of the audit profession, overseeing the professional activities of auditors, applying international auditing standards, strengthening professional ethics rules, developing quality control mechanisms and promoting a culture of accountability.

The activities of the Chamber are logically connected with the principles of economic discipline, transparency and a responsible approach to state property established by the National Leader. This is because the essence of auditing is to objectively assess the reliability of information in economic entities, the adequacy of the internal control environment, the state of financial discipline and compliance with legislation. This is an important condition for the economic security of the state, the improvement of the business environment and the preservation of public trust.

In the modern era, the function of the audit profession has moved beyond the boundaries of classical financial examination. An auditor is no longer merely a specialist who verifies the numerical accuracy of financial statements. An auditor is a professional who bears responsibility for assessing the reliability of financial information, the soundness of management decisions, the effectiveness of the internal control system, compliance with legislation and the level of risk management.

In this regard, the activities of the Chamber of Auditors of the Republic of Azerbaijan are not limited solely to professional oversight. The activities of the Chamber serve as an important professional mechanism contributing to the state’s economic policy, a transparent environment, investment confidence, the improvement of business relations and the protection of the public interest.

In particular, the work carried out in the areas of enhancing audit quality, applying international auditing standards, upholding professional ethics principles, combating money laundering and terrorist financing, targeted financial sanctions and risk-based supervision demonstrates the growing importance of the audit institution in modern public administration. These areas are of particular importance for ensuring economic transparency, the reliability of the financial system and the protection of the public interest.

The public value of the audit profession lies in the fact that it strengthens the environment of trust in economic relations. Trust is one of the key intangible forms of capital in the modern economy. Without trust in financial information, investment decisions are weakened, risks in business relations increase, and the mechanism of mutual responsibility between the state and business becomes ineffective. Therefore, the audit profession should be regarded not only as a service sector, but also as an important element of the economic security and transparent governance system.

The state-building legacy of the great man Heydar Aliyev is not only an object of historical reverence for auditors, but also a moral and legal guiding framework for professional activities. The National Leader’s approaches to transparency, legality, economic discipline, protection of state property and responsible governance are fully consistent with the essence of the audit profession.

As auditors, we must clearly understand in our activities the responsibility arising from Heydar Aliyev’s principles of statehood. The auditor’s role is not limited to expressing an opinion on financial statements. An auditor is a professional participant in economic relations who serves to uphold integrity, legality, financial discipline, management transparency and public trust.

From this perspective, auditing can be regarded as one of the special professional forms of service to the state. Service to the state is not limited to holding an administrative position. It is also expressed through loyalty to the law, compliance with professional standards, respect for the public interest, objectivity, independence and responsible professional conduct. Even today, the honor of the auditing profession is directly linked to adherence to these principles.

Today, every state body, professional organization and public institution should be guided in its activities by the National Leader’s principles of statehood. The audit profession also bears particular responsibility in this regard. This is because auditing serves to preserve trust in economic relations, ensure accountability, assess the soundness of management decisions and strengthen economic security.

The 30-year development path of the Chamber of Auditors of the Republic of Azerbaijan is one of the important manifestations of this state-building line in the field of economic transparency and professional accountability. The activities of the Chamber have contributed to the formation of the audit system of independent Azerbaijan, the development of financial reporting, the strengthening of trust in economic relations and the advancement of a culture of transparent governance.

Today, commemorating the National Leader is not merely an expression of historical respect. It means understanding the essence of his school of statehood, applying these principles in modern professional activities and acting responsibly for the development of the country. The principles of transparency, legality, economic discipline and loyalty to state interests established by Heydar Aliyev will continue to remain the fundamental moral, legal and professional guiding criteria of the audit profession.
